Speaker Bios

Nada Abdelhafez is the Head of Spectrum and Regulatory Affairs for the Middle East, Africa, and India at Shure Incorporated. She advocates for the PMSE industry’s spectrum needs, shapes regulatory frameworks, ensures spectrum accessibility, and promotes innovative technologies for audio PMSE. Her work involves close collaboration with administrations, regulatory authorities, and policymakers to facilitate PMSE operations throughout the MEA region and India.

Josh Baggett leads the Global Wireless Policy team for Hewlett-Packard Enterprise, where he advocates for HPE’s wireless technology initiatives among regulators, policymakers, and industry standards organizations. Prior to joining the CTO office in HPE Aruba, he worked at Cisco Systems, Inc., focusing on domestic telecom, technology, and broadband policies. He began his career working for various Members of the U.S. House of Representatives as a Legislative Director where helped to draft legislative text, lead oversight of the FCC & NTIA, and was involved in various spectrum efforts to open access for licensed and unlicensed applications.

Duncan Bell is a founder member of BEIRG (British Entertainment Industry Radio Group) and an independent consultant with 40 years’ experience in the live audio industry. Since 2004, Duncan’s work with BEIRG has played a key role in making the PMSE sector clearly visible and better understood by regulators, government departments and stakeholders alike.  Through a specialisation in audio for theatre and special events,  he has a broad experience of implementing large scale, multi-channel wireless systems across the West End, the UK and Europe. He has a detailed knowledge of spectrum planning and co-ordination, which, together with close collaborations with leading manufacturers has helped shape the design, function, and application of the ubiquitous wireless systems we are all familiar with today. Duncan remains at the forefront of discussions and engagement with Ofcom, Westminster, and the wider industry to ensure a secure future for PMSE users.

Martin Brock is Shure UK’s Senior Manager, Global Regulatory Policy. Based in London, Martin predominantly covers spectrum regulation in the UK, Europe, India and the US, in addition to global cybersecurity and AI regulatory developments. Before joining Shure, he spent 20 years in the Spectrum Group of UK regulator Ofcom, including overseeing spectrum policy for Programme Making and Special Events (PMSE), and serving several years as Secretary to FM PT51, the European Conference of Postal and Telecommunications Administrations’ (CEPT) project team for PMSE frequency management.  Prior to that he was part of the Ofcom project team which introduced dynamic spectrum access in the UK via Ofcom’s TV white spaces framework and was Project Manager of Ofcom’s introduction of low-power audio PMSE sharing with aeronautical radionavigation services in the 960 MHz band.

Charles Cooper is Associate Administrator in NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues, and oversees spectrum management efforts for federal agencies. He is responsible for frequency assignment and certification, and other strategic planning functions including development of innovation approaches to spectrum sharing. Before joining NTIA in July, 2019, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Prior to serving as Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office.

Cristina Data has been working in strategy and regulation in the telecommunication sector over the last 20 years. She is currently the Director of Spectrum policy and analysis, Spectrum Group at Ofcom, overseeing spectrum group’s forward looking programme of work informed by market and technology changes as wireless connectivity becomes critical to everything we do, from consumers to businesses applications. Cristina is a Non Executive director of the Energy System Catapult, set up to accelerate the transformation of the UK’s energy system on the way to Net Zero. Cristina also sits on the strategic advisory board of the Digital Twin hub, showcasing the increasing importance of connected digital twins, and chairs the cross sectors digital twin working group. Prior to joining Ofcom Cristina held various marketing and strategy roles at Telefonica O2 (group strategy functions), EE (then Orange, in finance and marketing), and Red Bee Media (strategy and market intelligence functions ). Cristina holds a Master Degree in Management Engineering from the Politecnico di Torino university in Italy.

John Dundas has been involved in the communications industry for many years and for the past 10 years I have focused on Mega Sport Evenings across the world. I consult on radio and spectrum for these events and work with thee Organising Committees hand in hand with the national regulators. These events put a massive burden on spectrum be it licensed or licensed exempt and its great to see after years of planning that thee event happens with very little issues and as always it looks great on TV.

Simon Eley has a background in project management, re-engineering broadcast transmitting stations, standards, regulatory and policy areas on behalf of Ofcom, spectrum planning for UK terrestrial broadcasting and many years managing and sharing spectrum for programme making and special events (PMSE). These included major national events and annual sporting and cultural occasions such as the Open Golf and Glastonbury Festival. He is currently a Principal Specialist in the BBC where he uses his experience in these areas to exploit spectrum sharing, coverage planning and radio compatibility for content production. He continues to contribute nationally and internationally, within CEPT, EBU and ITU groups, promoting PMSE, its ongoing compatibility and sharing in UHF and other bands and for the next generation of programme making applications including 5G Private Networks.

Emmanuel Faussurier is deputy Head of spectrum innovation and European affairs at ANFR, the French Radiocommunication Agency. He has extensive experience within CEPT and ITU-R / WRCs, including several studies on enhanced spectrum sharing solutions. At national level, he is responsible for the National Table of Frequency Allocations. He was involved in preparing the Spectrum Management Plan for the Olympic and Paralympic Games Paris 2024

Francisco Fernandez is an accomplished Spectrum Engineer at Eutelsat Group, he started his career at former OneWeb as a satellite operator engineer. This has given him an insight on how to flight a fleet of satellites and how the system and the satellites work. Then he moved to the Spectrum team with a specialized focus on NGSO spectrum policy, licensing, and coordination. He has demonstrated a strong commitment to enhancing the company's global footprint, particularly through his efforts in cultivating relationships within Africa and Europe Regions, advancing Eutelsat Group's worldwide outreach for WRC and spectrum regulation. Francisco has an academic background in Mechatronics Engineering from The University of Manchester. His native language is Spanish, and he also speaks English fluently.

Richard Haas is a journalist and analyst at PolicyTracker. He writes about spectrum policy news and conducts research for the Spectrum Research Service. Richard also maintains the PolicyTracker Spectrum Database and previously worked on the 5G Observatory website for the European Commission. Richard is fluent in English and German.

Laura Mejuto Iglesias is an expert in spectrum regulatory and policy matters, with a strong technical and engineering background. She has extensive experience navigating complex regulatory frameworks and collaborating with both public and private sectors. Currently serving as Head of Spectrum Innovation Policy at DSIT, Laura ensures that innovation drives new opportunities for more efficient and effective use of the spectrum, fostering a forward-looking approach to spectrum management.

Dr. Reza Karimi is VP, Group Strategic Research, at Huawei Technologies, with focus on technology standards and spectrum regulation. Prior to this, he was Technical Policy Director at the UK communications regulator, Ofcom, with responsibilities in a range of spectrum management initiatives, including a review of the UK’s licence exemption framework, the auction of spectrum for 4G mobile communications at 800 MHz and 2.6 GHz, and database-assisted access to TV white space spectrum.

Mr. Alexander Kuehn is Head of International and National Spectrum Management at the German regulator BNetzA with more than 20 years' experience at national, European and international level. He lead the CEPT Memberstates to the World Radiocommunication Conferences 2015 and 2019. Currently, he is the Chairman of the ITU-R Conference Preparatory Meeting towards WRC-27.

Manuel R. Marti is a spectrum policy consultant at LS telcom, where he manages global consulting assignments with a focus on regulatory policy, strategic planning, and radio spectrum management.  He is also the UK Spectrum Policy Forum Cluster 1 Chair. Having previously served as the secretariat for the UK Spectrum Policy Forum, he is well-versed in intersections of policy, strategy, and innovation, as well as domestic and international spectrum policy activities. With prior roles as an analyst and senior reporter, he possesses a comprehensive and independent perspective of the wireless sector. Manuel holds a master's in International Politics from the School of Oriental and African Studies (SOAS), London

Prakash Moorut is the Global Head of Spectrum and Regulatory Affairs for Shure Incorporated and Chief Regulatory Officer of WInnForum. As Shure approaches its 100th anniversary, it continues to lead the manufacture of innovative and high-quality audio products, including wireless microphones and in-ear monitors (IEMs) essential for various Program Making and Special Events (PMSE) applications.  Prakash is responsible for leading Shure’s efforts to advocate for audio professionals as it pertains to industry regulations. He serves as Shure’s point person with regulators, lawmakers, and industry associations, as well as partners with engineering and product management to create a regulatory roadmap that adheres to current and future policies. Before coming to Shure, Prakash spent more than 10 years with Nokia, most recently serving as Head of Spectrum Standardization, where he led the company’s efforts on global spectrum standardization and policy. He brings additional global regulatory experience from his previous role at Motorola, where he worked for 14 years. Prakash received his Master’s Degree in Electrical Engineering from Ecole Superieure D’Electricite (SUPELEC), one of France’s leading engineering schools.


Pierre-Jean Muller
is a seasoned entrepreneur, telecommunications engineer, and board member with over 30 years of experience in the telecommunications industry. He is the Founder and CEO of RED Technologies, a leading French telecom engineering company specializing in innovative spectrum management solutions for government agencies and network operators. Under his leadership, RED Technologies has gained approval as TVWS database administrator in the USA and Canada, as well as CBRS SAS administrator in the USA.

Lee Pucker is the Chief Executive Officer of the Wireless Innovation Forum. He has more than 30 years experience in the development, management, marketing and production of embedded signal processing and advanced wireless systems in organizations that include Spectrum Signal Processing, ITT Industries, and Computer Sciences Corporation. Lee is the named inventor on multiple patents and holds a Bachelor of Science degree in Electrical Engineering from the University of Illinois, a Master of Science Degree from The Johns Hopkins University and is Pragmatic Marketing Certified.

Ulrich Rehfuess is responsible for spectrum policy topics at Nokia within the Strategy & Technology organisation. Ulrich holds a diploma degree in Electrical Engineering of Technical University of Munich, Germany and one in Industrial Engineering of Fernuniversität Hagen, Germany. Of his 30+ years of professional experience in Siemens, Nokia Siemens Networks and Nokia, he spent 15+ years in R&D, business strategy, system architecture and product management of mobile radio network systems covering GSM, EDGE, UMTS, Flash OFDM, WiMAX, LTE and 5G. Since 2011, Ulrich has held multiple leading roles in engagement on spectrum matters with administrations and in trade associations. Currently, he is vice chair of the BITKOM spectrum working group in Germany.

Gökhan Tok specializes in global digital policy and regulation, with a focus on technological convergence, next-generation connectivity, spectrum management, and the international governance of scarce resources. Before joining Access Partnership, Gökhan worked at Turkey’s Information and Communication Technologies Authority, focusing on internet governance, digital transformation, and emerging technologies. He represented Turkiye at key international forums, such as International Telecommunication Union (ITU) and CEPT. Gökhan also led the country's 5G preparations, guiding the development of Turkiye’s 5G and Beyond Roadmap and establishing its first 5G testbed. He holds an MSc from the London School of Economics and Political Science, an MA from Ankara University, and a BA in Political Science and International Relations from Boğaziçi University in Istanbul.”

Tuomo Tolonen is the Sr. Director of Global Market Development at Shure Incorporated, with over 25 years of experience in the professional audio industry. His expertise encompasses extensive knowledge of RF coordination and wireless technology, and has worked at many large global events. Tuomo collaborates closely with the product development team at Shure to drive innovation in audio and wireless solutions. Alongside his role at Shure, Tuomo is a committed Steering Committee member of the British Entertainment Industry Group (BEIRG), where he contributes to shaping the future of the entertainment industry.
